MALTA HOUSING AUTHORITY HELPED 339 FAMILIES BUY HOMES IN 2025

Malta’s Housing Authority helped 339 families become homeowners in 2025 – nearly one every day – with Accommodation and Lands Minister Owen Bonnici presenting the figures at a meeting alongside Permanent Secretary Ramon Deguara and the Authority’s leadership.

The milestone sits within a broader set of results: the Authority supported more than 15,200 families across its programmes last year through a combined investment of €50 million.

Bonnici framed the homeownership figure as the clearest sign yet that government policy is delivering at a human level. “When almost every day a family is achieving the dream of becoming a homeowner, we are seeing the result of a policy that places people at the centre of its decisions,” he said. “Housing is not just a roof over families’ heads, but a foundation for security, dignity and a better quality of life.”

The Authority’s Annual Report also points to efficiency gains driven by digitalisation. Average processing time for Rent Benefit Scheme applications dropped from 69 days to 23 days – a reduction the report attributes directly to service transformation.

On the infrastructure side, an investment of over €4.2 million funded the regeneration of 79 residential blocks, the installation of 42 new lifts and more than 1,200 maintenance and repair interventions. Close to 1,000 social worker assessments were carried out during the year, supported by an outreach programme running in partnership with NGOs and community groups. New measures were also introduced to strengthen support for people fleeing domestic violence and collaboration continued with relevant entities to assist individuals leaving the Corradino Correctional Facility.

Looking ahead, the Authority has published its Strategic Plan 2027–2029. The centrepiece target is becoming fully paperless by 2028, backed by a single digital portal covering all schemes and a network of regional centres across Malta and Gozo. The plan also includes broader use of artificial intelligence to accelerate application processing and a programme of sustainability and energy-efficiency improvements to social housing stock.

Taken together, the 2025 results and the forward plan sketch out an authority making measurable progress on access and efficiency, while building the infrastructure for a more digital, community-facing model of public housing support.
