Addressing the Malta Council for Economic and Social Development (MCESD), Enemalta highlighted the importance of continued dialogue and consultation with Malta’s social partners as it updated stakeholders on the progress of its investment programme to strengthen the country’s electricity network.

During the meeting, Enemalta announced that it has reduced downtime on its medium- voltage electricity network by around 76% compared to 2023, despite a significant increase in electricity demand, as the company continues to implement one of the largest investment programmes in Malta’s electricity distribution network in recent decades.

Enemalta further outlined how its €141 million investment programme (2023–2026) is strengthening the country’s electricity infrastructure, increasing network capacity and preparing Malta for future energy demand driven by electrification, renewable energy, industrial growth and major national projects.

Commenting on the investment programme, Enemalta Executive Chairman Ing. Ryan Fava said the company is investing not only to meet today’s demand but also to build the electricity network Malta will require in the years ahead.

“The results we are seeing today confirm that investing ahead of demand delivers
tangible benefits. Despite a significant increase in electricity consumption over the past three years, we have reduced downtime on the medium-voltage network by around 76% compared to 2023. This demonstrates that strategic investment in our infrastructure is delivering a more reliable and resilient electricity network.”

“At the same time, we are placing even greater emphasis and intensifying the works to strengthen the low-voltage network, as this is the part of the system that directly serves homes and businesses and has an impact on customers’ day-to-day experience. By reinforcing both the medium- and low-voltage networks simultaneously, we are
improving service reliability while preparing the grid for Malta’s future energy needs.”

“Our work does not stop here. Malta’s electricity demand will continue to grow as the
country advances its electrification, renewable energy and economic development goals. We are therefore building a network that is ready not only for today’s needs, but also for the opportunities and challenges of the next decade.”

Since 2023, Enemalta has completed 190 new substations in Malta and 18 in Gozo,
upgraded more than 260 transformers, replaced over 120 switchgear units, installed 875 new low-voltage feeders and laid more than 270 kilometres of medium-voltage cables. Major upgrades have also been completed at key distribution centres, including Mosta, Kirkop, Buġibba and St Andrew’s, while new distribution centres at Siġġiewi, Msida and Naxxar are in their final testing phase and expected to become operational in the coming weeks. Alongside these strategic investments, the company has intensified works on the low-voltage network to improve the quality and reliability of electricity supply delivered directly to households and businesses.

The impact of these investments is already evident. Peak demand on the medium-
voltage network increased from 663MW in July 2023 to 741MW in July 2026. Nonetheless, downtime on our medium-voltage network dropped by 76%. These results demonstrate that the network is carrying substantially more electricity while providing a more reliable service to customers across Malta and Gozo.

Looking ahead, Enemalta continues to work on its further programme of strategic
infrastructure projects that includes new and upgraded distribution centres across Malta, major investments in the Malta Gozo electricity connection and network reinforcement to support the country’s long-term economic growth, electrification and renewable energy transition.

The investment programme forms part of Enemalta’s long-term strategy to build a
stronger, more resilient and future-ready electricity network capable of supporting
Malta’s evolving energy needs and sustained economic growth for decades to come.
