The success of the Quad Central, according to Dr Matashova, stems from effective collaboration between public and private stakeholders. “This level of cooperation ensures that everyone—from the government to private stakeholders and the public—benefits,” she emphasised.

2. Reimagining Malta as a Metropolis

Highlighting Malta’s exceptional 300% growth in construction over the past two decades—the highest in the EU—Dr Matashova called for a more integrated approach to urban planning. “We need to look at the island not like urban areas, but we have to consider it as a metropolis,” she stated. She stressed the importance of linking rural and urban spaces, including developing networks for cycling and walking, to reconnect communities with nature.

Dr Matashova identified the disconnection between teams and stakeholders as the main obstacle to achieving sustainability in construction, rather than financial constraints. Andorra Labs fosters integrative processes where architects, engineers, and communities collaborate from the earliest stages of a project. “When everyone works together from the beginning, the outcome is more efficient and impactful,” she explained.

Dr Matashova cited public-private partnerships as a powerful mechanism for turning ambitious plans into reality. Drawing from her global experience, including Morocco’s first LEED-certified university, she explained how aligning diverse interests can create transformative projects.

Dr Matashova’s interview underscored the urgency of shifting from conventional construction models to sustainability-focused strategies that address social, ecological, and economic priorities. “Malta has an incredible opportunity to regenerate what exists, integrating urban and rural areas into a cohesive metropolitan model,” she concluded. “By reconnecting with nature and building trust between communities, administration, and businesses, we can create real change.”
