MALTA RANKS FIRST, TOPPING MONACO AND SINGAPORE, IN MILLIONAIRE QUALITY-OF-LIFE RANKING

Malta has been ranked the world’s best country for millionaires seeking a high-end lifestyle, outperforming traditional wealth hubs including Singapore and Monaco in a new study.

The ranking, produced by digital entertainment company Casino.com, assessed 30 destinations popular among wealthy individuals and families using indicators such as taxation, safety, luxury property availability, passport strength and access to premium leisure facilities.

Malta was the only country to achieve a perfect overall score of 100, placing it ahead of Singapore on 96 and Monaco on 93.

The island’s performance was supported by its concentration of luxury property, yacht marinas, hotels, wellness facilities and nightlife, alongside an average tax rate of 17.5%.

According to the study, Malta offers more than 200 luxury property listings per 100 square kilometres, as well as 12 yacht marinas, 117 spa and wellness facilities and 162 nightlife venues.

Its passport was also credited with offering visa-free access to 132 destinations, adding to its appeal among internationally mobile residents.

Malta did, however, record the lowest safety score among the top three countries, at 63.76. Singapore led that measure with a score of 77.72, while also standing out for its extensive wellness offering and a passport providing access to 137 destinations without a visa.

Monaco’s third-place finish was driven partly by its zero personal income tax, alongside nearly 400 luxury property listings and six yacht marinas.

The ranking adds to growing international interest in Malta among affluent visitors and prospective residents. The country welcomed a record 4.02 million tourists in 2025, while tourism spending reached €3.9 billion.

Visitor expenditure per person also rose to €971, reflecting Malta’s increasing focus on attracting higher-value tourism rather than relying solely on greater volumes.

The study highlighted Malta’s climate, coastline, English-speaking environment and mix of historic and contemporary lifestyle offerings as further advantages.

However, the findings should be interpreted within the context of the methodology and its publisher. Rankings of this kind depend heavily on how individual indicators are selected and weighted, and the study was produced by a commercial entertainment platform rather than an academic or governmental institution.

Still, Malta’s position above more established luxury destinations reflects how the island is increasingly being marketed and perceived internationally: not only as a tourism destination, but as a base for wealthy, mobile residents seeking connectivity, lifestyle and favourable financial conditions.
