Malta has led its largest-ever business delegation to China, with more than 80 representatives from the property and real estate sectors taking part in a high-profile initiative organised by the Property Malta Foundation.
The delegation was headed by Justice and Construction Sector Reform Minister Jonathan Attard, who delivered the keynote address at the opening of the LPS Shanghai Luxury Property Exhibition—one of Asia’s leading real estate showcases.
In his speech, Attard positioned Malta as a stable, transparent and innovation-driven gateway for international investors, stressing that the country was committed to sustainability and high standards across its construction and property landscape.
“Malta is open for business,” Attard said, describing events like LPS Shanghai as “bridges that connect economies, cultures, and people.”
He invited investors to engage with Malta’s growing opportunities, noting the island’s strong quality of life, robust legal framework and resilience as an economy.
Attard also referenced recent findings by KPMG which show that, when including indirect activity, the property and construction sector contributes nearly 14% of Malta’s Gross Value Added and employs thousands across multiple industries.
The Malta Pavilion in Shanghai has been highlighting a series of upcoming government initiatives intended to strengthen the sector’s credibility and long-term stability. These include the soon-to-be-launched Property Price Register offering detailed transaction data, the drafting of a National Building and Construction Code aimed at enforcing safety and sustainability standards, and ongoing regulatory reforms tied to contractor and agent licensing.
Property Malta Foundation Chairman Sandro Chetcuti praised the strong turnout, calling it a “proud moment” for the sector and for Malta’s international positioning efforts.
“I am pleased to see such a large delegation and proud that new connections are being built to jointly promote our country and the investment opportunities Malta has to offer,” he said, thanking Minister Attard for supporting the Foundation’s outbound promotional efforts.
The delegation also expressed gratitude to Consul General Lisa Azzopardi and her team in Shanghai for their support throughout the event.
Malta’s presence in Shanghai marks one of the most visible property-sector promotional efforts undertaken in recent years, and forms part of a broader push to attract foreign investment while strengthening governance, transparency and professional standards back home.
