RESIDENCY MALTA CEO KURT FARRUGIA SAYS PROCESSING TIME AND STABILITY SET PROGRAMME APART IN EUROPE

Kurt Farrugia, chief executive of Residency Malta Agency, has laid out the case for Malta’s permanent residence programme two months into his role, arguing that regulatory consistency and processing speed give it a clear edge over comparable European schemes.

The message, he says, is one he hears repeatedly in day-to-day conversations with stakeholders and prospective applicants: what people want, above everything else, is certainty. They want to understand the rules governing where they will live, work, and raise their families and they want confidence that those rules will not shift under them. Malta, in his view, delivers precisely that.

The Malta Permanent Residence Programme has maintained a stable long-term framework at a time when similar schemes elsewhere in Europe have undergone significant revision, Farrugia notes. A residence permit can be issued within four months, offering applicants the kind of predictability that other jurisdictions are increasingly struggling to match, all without compromising the rigorous due diligence and compliance standards the agency insists upon.

Beyond the programme itself, Farrugia positions Malta as a place with genuinely practical lifestyle credentials. A Mediterranean location, strong international transport links, a well-connected business environment and the regulatory and legal certainty that comes with EU membership combine, he argues, to make the island a compelling base for families and entrepreneurs alike.

On the business development front, Farrugia plans an extensive travel schedule covering the United States, Vietnam, China and Turkey over the coming months. The itinerary reflects the increasingly global spread of enquiries Malta is fielding, with serious interest now arriving from markets well beyond Europe.

The core takeaway from his early weeks in the role is a straightforward one: in a period of shifting rules and uncertain policy environments, a jurisdiction where applicants know exactly where they stand carries genuine and growing value. Residency Malta Agency continues to position its compliance standards not as an obstacle to that offer but as the very foundation of its credibility.
